What is Tama 38?
The National Outline Plan (Tama 38) was established to reinforce aging buildings against seismic activity. To ensure the safety of residents in buildings constructed decades ago, the government incentivizes residents and developers to modernize these structures and advance the national plan.
To date, thousands of buildings across Israel have been reinforced through this vital program.

TAMA 38: Built for Scale, Engineered for Safety
The Economic Advantage of TAMA 38 The costs associated with structural reinforcement and comprehensive building renovation are substantial. To ensure that these vital safety upgrades remain accessible, the government provides a series of financial incentives designed to benefit both homeowners and developers alike.
The Homeowner: Residents benefit from a significant property upgrade, typically including an additional 25 sq.m. of living space and the integration of a standardized security room (Mamad). The project also delivers modern infrastructure—such as advanced elevator systems and comprehensive fire safety protocols—alongside a complete interior and exterior aesthetic renewal. These enhancements are provided with a full exemption from betterment taxes, maximizing the homeowner's return on investment.
The Developer: The developer benefits from additional building rights, allowing for the construction and sale of new apartments within the building. Furthermore, this track offers a streamlined approval process that is significantly faster, more efficient, and more cost-effective.
